Central to this is the bolstering of the EU’s democratic legitimacy. The current institutional framework prioritises the interests of Member States over those of citizens, creating decision-making processes that are inefficient and heavily influenced by national interest, limiting the EU’s ability to act fast and with ambition in the interest of the people.
Establishing a European Constitution and an elected EU government will increase transparency and place citizens and democratic legitimacy at the heart of European democracy. Bridging the gap between citizens and the institutions will reinforce trust in the Union, creating a true European representative democracy and counteracting harmful disillusionment in the political system, and provide the EU with the capacity to effectively respond to challenges both at home and abroad. Forming a true fiscal and monetary union will enable a cohesive, unified and transparent system that enhances the EU’s capacity to address economic shocks effectively.

A resilient federal Europe
A fully integrated European Union remains a work in progress. An “ever closer Union among the peoples of Europe” cannot be achieved if we do not take ambitious steps towards a Federal EU.

The Prime Minister would lead a flexible Cabinet of Ministers, tailored to the needs of the EU government and citizens, with confirmation by the European Parliament.
Transform the Court of Justice of the European Union (CJEU) and strengthen regulatory enforcement
By transforming the Court of Justice of the European Union into a Constitutional Court, we can consolidate the legal and democratic foundations of the EU, ensure a uniform interpretation of EU laws and affirm the primacy of EU legislation. Volt is also committed to establish independent authorities at the European Level to support the interpretation and harmonious application of the growing EU normative corpus across jurisdictions.
